ローマンさんインタビュー企画　第3弾

当会では今年も、夏号として「金沢大学新聞」第243号を作成・発行しました。これに合わせて私たちは、ウクライナ東部のルハンシク州出身で金大特任助教のローマン・ミロツスキーさんに書面でのインタビューをお願いし、快く回答していただきました。

2022年のロシアによるウクライナ侵略開始から約2年半となる今日、いまもウクライナの人々はロシア地上軍による侵略・占領や、ミサイル・ドローン兵器による空からの残虐な攻撃に日々、さらされています。こうしたなかで、ローマンさんの友人・恩師を含めたウクライナの人々は、家族を、愛する人を、ウクライナの土地を守るためにロシア侵略軍に勇敢に立ち向かっているのです。

侵略開始から２年半にあたってのローマンさんの思いをはじめ、ロシアの占領下にある故郷の状況などについて伺いました。

2022年2月のロシアによるウクライナ侵略以降、継続的に当会のインタビューや企画のお願いに応じていただいている。最初のインタビューは2022年の9月。レジスタンスに起ちあがったウクライナの人々の思いや、侵略を開始したプーチンの思惑、金大生に伝えたいことなどお話ししていただいた。前回お会いした際には、お母さんのオレナさんにもお越しいただいて、オレナさんが戦火の下で数ヶ月間を過ごした体験をお話ししていただいた。（過去のインタビューや企画の様子もＨＰ上にアップしているので、ぜひご覧下さい。）

Ｑ． ロシアによる軍事侵攻から２年以上がたちました。いまどのように思われていますか？

どんな戦争でもそうですが、今回の戦争は関係する全ての人々にとって大変な悲劇です。ウクライナにとっては、それは軍人と市民双方の間で予期せぬ人的損失をもたらし、各地の街の壊滅的な破壊をもたらし、この先何年にもわたって続くであろう経済的な荒廃をもたらしました。ロシアにとってはこの帰結はこの先数年でより鮮明になってくるでしょう。つまり、ロシアのウクライナにおける２０２２年からの損失は、ロシアの第二次世界大戦よりあとの全ての戦争を掛け合わせた死傷者数を微々たるものにしてしまうでしょうし、種々の制裁がロシア経済の多くの部門を破壊しはじめているのです。私たちがすでに目にしうるもっとも顕著な帰結は、ロシア国家の全体主義化でしょう。ロシア政府はロシア自身を孤立させようと試みています。例えば、ロシアの「外国の代理人」法※ や役人が外国に出向く場合にその登録を義務化したこと、またロシア国内でYouTubeやFacebookの閉鎖を表明したことがそうです。こうした閉鎖的な体制における混迷はやがて増大し、体制内でのなんらかの不満の爆発や内戦への突入などへと水面下でつながっていくでしょう。

※「外国の代理人」法… 「外国の代理人」とはロシア語で「外国のスパイ」を意味する。プーチン政権を批判する主張や、政権が進めるウクライナ侵略に反対するような主張を行うロシア国内の独立系メディアやＮＧＯ、人権団体、その他の個人を、政府の判断で「外国の代理人」に登録する。これを通じて活動の大幅な制限や当局による監視を強化し、弾圧する狙いがある。

Ｑ．ウクライナはいまどんな状況ですか？ 先生の故郷はどうですか？ ウクライナの友人はお元気ですか？

ウクライナの人々は疲れ切っています。戦争によってもたらされる長期間のストレスがみんなに影響をおよぼしています。最近では、ロシアによるウクライナの発電施設へのミサイル攻撃の影響で、多くのウクライナの地域が日々電力の喪失に見舞われています。私の故郷では、ロシアの占領政府が資産の再配分をはじめています。ウクライナのオーナーが所有するアパートが、最近町にやってきたロシア人の新しいオーナーの手に移されています。ウクライナの人々が長年受け継いできたあらゆるものが野蛮な方法で奪い取られているのです。

前線で戦っている私の友人や歴史の先生は元気です。私たちは必須である防具や監視用のドローン、頼まれれば車も手に入れて彼らを支援しているんです。

Ｑ．劣勢に立たされたプーチンは核の使用を想定した軍事訓練を行い、ウクライナを脅しています。こうしたことについてどう思いますか？

私が思うに、ハルキウ地域で開始されたロシアの作戦の目的※ は、プーチンが「見ろ！ 俺たちには新しい領土を手に入れるために戦いを続けるだけの力があるんだぞ！ だから俺たちとの交渉に応じるべきなんだ！」というように、西側やウクライナを脅したいのです。同じことは核兵器の使用についても言えます。考えとしてはみんなを恐れさせて、西側諸国やウクライナを交渉に引きずり込みたいのです。でも実際には、プーチンはいかなる交渉もしたくないのです。彼は最後通告のように言っていますが、しかし彼の計画は一貫しています。つまり彼の狙いは、ウクライナ国家の完全な破壊であり、"ウクライナ"的なあらゆるもの、ウクライナ語、ウクライナ文化、ウクライナ人の絶滅なのです。だから力でしかプーチンを止めることができません。プーチンは他のどんな言葉にも耳を貸しません。だからこそ、いまウクライナへの支援を続けることがとても大事なのです。

※2024年5月10日、プーチン政権は、一度はウクライナ軍によってロシア軍がたたき出された、ウクライナ北東部ハル　キウ州に対して再び地上軍を侵攻させた。プーチン政権は、主戦場であるウクライナ東部地域での戦闘がウクライナ軍の反撃にあって遅遅として進まない中で、起死回生を狙った挙にでたのであった。しかしこの策動もウクライナ軍の的確な反撃に遭って、あえなく頓挫している。

Ｑ．欧州議会選では、ウクライナ支援に消極的な極右政党が議席を増やしました。どう思われますか？

残念なことに、政治はますますポピュリストのスローガンと力で支配されています。多くの人にとって空っぽの約束を信じることは、事実と実証に基づいて自分なりの結論を導き出すことに比べれば容易だと感じられます。だからこそ私はつねに、新たな法をつくろうとするときには科学的根拠を用いる重要性を強調しているのです。

ヨーロッパ議会の選挙について言えば、結果はウクライナにとっては前向きだと言い得ます。フォンデアライエンがヨーロッパ議会で影響力を保っていることからすれば、ウクライナへのＥＵ支援は継続されるでしょう ※。極右政党は方向性を変えるほどの力はもてないと思います。しかし長期的な視野で見て、もし極右政党がそれぞれの国の政府に影響を及ぼすようになれば、状況は違って見えてくるかもしれません。

※ 選挙後はじめて行われた欧州議会において７月１８日、フォンデアライエン氏をＥＵ委員長に再任する人事が賛成多数で可決された。

Ｑ．1月1日に能登半島で地震が発生しました。ご家族は大丈夫でしたか？ 能登に住んでいるウクライナの人たちは大丈夫でしたか？

お亡くなりになった方々、愛する人を亡くした方々、大切な物をなくされた方々にとって悲しい出来事です。地震が起きたとき私は金沢にいませんでしたが、母は金沢のアパートにおり、とても怖い思いをしました。電子レンジやオーブントースターが机から落ち、ここで死んでしまうんだと思ったそうです。母の友人のナタリアさんはウクライナから輪島に避難していましたが、彼女の家は部分的に壊れてしまい、地震のあと金沢に引っ越しました。

世界中で起きている他のあらゆる自然災害がそうであるように、今回の地震でも私は改めて、この世界は、多くの人がそう思い込んでいるように人間のためだけにつくられたのではないのだということを痛感させられました。自然は私たちに美しい夕日を、空を舞う鳥たちを、そして雄大な山々をもたらしてくれます。しかし同時に、地震や洪水、そして死そのものをももたらすのです。自然が存在するのは私たちを助けるためでも、傷つけるためでもありません。だから私たちは自然を責めることはできないのです。人は自然と共生する道を学ばねばなりません。

さらに述べさせてもらうと、私は、将来的な都市計画は短期的な効率だけに焦点をあてるのではなくて、長期的な視野に立って行われてほしいと思います。災害に見舞われてもしなやかに立て直せるようなね。被災地の都市計画や町の再建には、今回の災害から導き出せる貴重な教訓をぜひ生かすべきであると考えています。

Ｗｒｉｔｔｅｎ　ｉｎｔｅｒｖｉｅｗ

①Over two years has passed since the beginning of Russia's military aggression. What do you think now?

Like any war, this war is a great tragedy for all parties involved. For Ukraine, it has brought unprecedented human losses among both military and civilians, the destruction of entire cities, and an economic collapse that will be felt for many years to come. For Russia, the consequences will become more visible in the coming years: Russia's losses in Ukraine since 2022 dwarf the number of casualties from all its wars since the second world war combined, and sanctions have crippled many sectors of the economy. The most significant consequence we can already observe is the complete totalitarianization of the Russian state. Russian authorities are making attempts to isolate Russia:Russian foreign agent law, mandatory registers for officials traveling abroad, and proposals to shut down YouTube and Facebook in Russia.Entropy in this closed system will increase, potentially leading to an explosion within the system and the onset of a civil war.

②Please tell us how Ukraine is now? How is your hometown? How are your friends in Ukraine?

People are tired. The long-term stress caused by the war has affected everyone. These days, many regions of Ukraine are experiencing daily power outages due to Russian missile attacks on the Ukrainian power grid. In my hometown, the Russian occupation administration has begun redistributing property. Apartments that belong to owners from Ukraine are being transferred to new owners from Russia who have come to the city. Everything that people have been saving for years is being barbarically taken away.

My friends and history teachers who are fighting at the front are fine.We help them by purchasing necessary protective equipment, surveillance drones, and vehicles when they ask us.

③Putin started additional aggression on Kharkiv. But, I think his war doesn't go well overall because of Ukrainian's resistance. In this situation, Putin exercised military training for the use of nuclear weapons. By doing that, he threatened Ukrainian people. I think it's crazy. What do you think about this?

I believe that the purpose of the operation launched in the Kharkiv region is Putin's desire to intimidate the West and Ukraine: "Look, we have the resources to continue to seize new territories, so it is better to start negotiating with us." The same goes for the use of nuclear weapons. The idea is to scare everyone and push the West and Ukraine into negotiations. But in reality, Putin does not want any negotiations.He issues an ultimatum, but his plan remains the same: the complete destruction of Ukrainian statehood and the extermination of everything "Ukrainian": language, culture, and people. The only thing that can stop him is force. Putin does not understand any other language. Therefore,it is very important to continue to support Ukraine now.

④Unfortunately, in European Parliament elections the extreme right parties which is not willing to support Ukraine gained the seats and have an certain influence on the policy of the European Union. What do you think about that?

Unfortunately, politics is increasingly dominated by populist slogans and forces. It is often easier for people to believe empty promises than to draw their own conclusions based on facts and research. So I have always been an advocate for the importance of using scientific evidence to write new laws.

As for the elections to the European Parliament, I would call their results positive for Ukraine. With Ursula von der Leyen remaining in power at the European Commission, EU support for Ukraine will likely continue. Far-right parties are unlikely to be strong enough to change direction. In the long term, the situation may look different if far-right parties gain influence over national governments.

⑤On 1st January , the earthquake occured on the Noto peninsula. I think in Ukraine earthquakes hardly occur. Were you and your family safe? I think some Ukrainians live in Noto. Do you know if they are safe?

It is a tragedy for people who lost their own lives, their loved ones,or their property. When the earthquake happened, I wasn't in Kanazawa,but my mother, who stayed in her apartment there, was very scared. The microwave and oven fell off the kitchen table, and she thought she was going to die. Her Ukrainian friend Natalya lived in the city of Vadzyma.Her house was partially destroyed, and after the earthquake, she moved to Kanazawa.

This earthquake, like all other natural disasters around the world, once again reminded me that our world was not created especially for humans,as some people believe. Nature gives us beautiful sunsets, birds, and mountains. It also brings us earthquakes, floods, and death itself.Nature does not exist to help or hurt us. We cannot blame nature. Humans must learn to coexist with nature.

Furthermore, I hope that future urban planning will adopt a long-term perspective to enhance resilience, rather than focusing solely on short-term efficiency. Additionally, I believe that planning and reconstruction in the affected areas should incorporate the valuable lessons learned from this disaster.
